Honoring and Supporting Our Veterans
Every November, communities across America recognize the service and sacrifice of our military veterans. But honoring veterans extends beyond ceremonies and parades—it’s about ensuring those who served can thrive as they transition back to civilian life. On the “Looking Forward Our Way” podcast, co-host Carol Ventresca sat down with Ryan Blackburn, Senior Manager for Military and Federal Programs at JobsOhio, to discuss veterans’ employment challenges in Ohio and the growing array of programs designed to support them.
The Economic Impact of Veterans in Ohio
Military and federal installations make up a vital part of Ohio’s economy—roughly 6%, or about $55 billion annually. With over 420,000 jobs connected to these sectors, supporting veterans isn’t just a moral imperative; it’s an economic one. Yet, as Ryan Blackburn points out, veterans face real hurdles when making the shift from military to civilian work.
The Challenge: Transitioning From Military to Civilian Work
Many assume veterans’ transition to civilian employment is straightforward, but the reality is more nuanced. Veterans are often required to take a transition course before separating from service. But if this happens too far in advance (sometimes a year out), the information and preparation may be lost by the time transition arrives. Veterans who return from deployment, like Blackburn himself, often have little time to prepare for job hunting.
Another significant barrier is translating military experience into civilian terms. Military resumes are typically team-oriented, listing group achievements over individual accomplishments. And they’re often filled with jargon that doesn’t resonate with civilian employers. Even when veterans possess valuable skills—leadership, analytics, or tech expertise—they may struggle to describe them in ways that civilian employers understand.
Overcoming Barriers: State and Local Resources
Ohio is leading the way with initiatives to help veterans navigate these barriers:
1. County Veterans Service Offices:
Unlike many states, Ohio has a dedicated veterans service office in every county, offering everything from employment assistance to support with VA claims. These offices are a crucial first stop for veterans seeking localized support.
2. OhioMeansJobs and JobsOhio:
OhioMeansJobs centers, available in each county, provide veterans with specialized staff, resume assistance, and mock interview opportunities. Jobs Ohio’s programs, like “Find Your Ohio,” actively seek out veterans returning to Ohio—often visiting military installations nationally to connect early and smooth the transition.
3. Ohiomilitaryfriendly.com:
JobsOhio has created a one-stop online resource featuring guides for veterans and their families, combining Ohio-specific and federal benefits in an easy-to-read format.
4. Nonprofit Networks:
Organizations like Overwatch Partnership and LinkedIn’s Veteran Mentor program offer mentorship, resume help, and job search strategies. Many nonprofits provide career counseling to veterans at no cost.
The Employer Role: Building Military-Friendly Workplaces
Employers play a critical role in making Ohio military-friendly. The Department of Veterans Services offers employer training on reading military resumes, translating skills, and supporting veteran employees. Programs like the Department of Defense’s SkillBridge enable current service members to intern in civilian workplaces. This gives both employers and veterans a preview of potential employment.
Additionally, employer-based veteran networking groups create opportunities for veterans to mentor each other, demystifying everything from corporate hierarchy to appropriate interview attire.
Underemployment: A Hidden Hurdle
Veterans often aren’t unemployed—but they are underemployed. Many accept the first job offered simply to pay the bills, even if it doesn’t match their skills or leadership experience. Nearly half will leave that first post-military job within a year. Employers can help by clarifying career paths and advancement opportunities. These are critical for retaining veterans used to structured military promotion systems.
Veteran Entrepreneurship and the Path Forward
Encouraged to pursue entrepreneurship, Ohio veterans have access to resources through the Small Business Administration and the state’s new Veterans Business Outreach Center at Wright State University. With nearly 90,000 veteran-owned businesses, Ohio is supporting veterans’ drive to build their futures.

Transitioning from military to civilian life is complex. But with robust state programs, nonprofit support, and engaged employers, Ohio is making real progress.
